Golden Dragon, ruler of the city of Promise in Hermea.
Spent centuries among the human race in disguises, saw the good & bad in the race. He developed a vision that if you picked just the best and provided eveything for them then it would propel the human race forward (more than Aroden’s teachings).
Eventually he sent invites to select people, of all genders and ages, but all humans. First invited builders to build Promise in 12 districts (based on Aroden’s aspect) and dedicated to different products.
They all had to agree that Mengkare makes the big decisions, he decides the major projects they work on. There’s rumors he even chooses their spouses, to produce the most promising offspring.
